Re: We Need Common Sense Firearms Laws
With great fanfare the Minister of Public Safety the Honourable Steven Blaney yesterday announced your Government's intention to table the Common Sense Firearms Licensing Act.(1)
Regrettably this legislation is anything but "common sense". With this bill you are keeping and once again endorsing licencing - the very worst part of the Liberals' 1995 Firearms Act. Now you are simply merging the firearms Possession Only License (POL) with the firearms Possession and Acquisition License (PAL).
The merger of these two types of licences would do absolutely nothing to honour the promise you personally made to responsible firearms owners. You promised to repeal the Firearms Act and the concurrent changes to the Criminal Code that make the mere possession of a firearm a criminal offence.(2)
Your combining these two types of firearms licenses will not honour the Conservative Party of Canada Policy Declaration as approved by the CPC Montréal Convention, 19 March 2005. The Policy specifically calls for "respecting the rights of law-abiding Canadians to own and use firearms responsibly."(2) Licencing destroys that inalienable Right and makes possession of a firearm a mere privilege.
Good empirical research has shown that licencing does not make Canadians safer. As Simon Fraser University Professor Gary Mauser has shown:
"Ironically, Canada does not currently have in place a coherent system that tracks violent criminals on probation or parole, but chooses instead to track law-abiding, licensed duck hunters, farmers and recreational sport shooters."(3)
Mr. Harper, please stop playing political games with responsible Canadians. Honour your promise to responsible gun owners. Respect the Right of responsible Canadians to own firearms.
We are, and remain responsible unlicenced firearms owners.
