Dear Maurice,

I enjoyed your MP’s Report to the EDA Board last week, except of course your discussion of Bill C-19, An Act to amend the Criminal Code and the Firearms Act. As you are aware, this totally inadequate Bill only ends the registration of ‘long guns’, while leaving the Liberals’ 1995 Bill C-68, the Firearms Act and its attendant Criminal Code scheme of licencing gun owners fully intact.

During the meeting you spoke eloquently about the need to protect your “integrity” as your “stock in trade” as a Member of Parliament. Yet your Party Leader Mr. Harper has perpetrated a fraudulent charade on honest, trusting gun owners who have loyally supported him for over ten years. In January 2002 before his election as leader of the Canadian Alliance, Mr. Harper promised:

I will use all powers afforded to me as Leader and continue our party’s fight to repeal Bill C-68 and replace it with a firearms control system that is cost effective and respects the rights of Canadians to own and use firearms responsibly.1

After Mr. Harper’s election as Leader of the Opposition, he appointed Garry Breitkreuz as the Official Opposition Critic for Firearms and Property Rights.1 Since 1995 Mr. Breitkreuz has been consistent in calling for the repeal of all of the laws associated with licencing:

There is only one way to fix this mess and that is to elect a Conservative government. We promise to repeal Bill C-68 and return the gun laws to the way they were before 1995.1

Mr. Harper’s Promise to respect “the rights of Canadians to own and use firearms responsibly” was later incorporated as part of the Conservative Party’s Firearms Policy at the Montréal Convention, 19 March 2005.1

While Bill C-19 scraps the ‘long-gun registry’, it does not come anywhere close to fulfilling Mr. Harper’s Promise. Yet CPC Executive Director Dan Hilton blithely sends me a request for more money blatantly stating, “our government has done what the Prime Minister promised.”2

How can we speak seriously about integrity when your CPC Party colleagues now proudly promote the Liberals’ licencing scheme? For example, Vic Toews, Minister of Public Safety:

all firearms owners will continue to be required to … possess a valid firearms licence.3

Or Candice Hoeppner, Parliamentary Secretary to the Minister of Public Safety:

We will not be changing the requirement for individuals to hold a license.4

Or our own Saskatoon-Rosetown-Biggar CPC MP, Kelly Block:

That is why the government is investing $7 million annually to strengthen front-end screening of first-time firearms licence applicants.5

All these Conservatives who now loudly support former Liberal Allan Rock’s device of licencing gun owners speak as if either they have never read the CPC Firearms Policy Statement, or perhaps inexplicably, do not understand the legal definition of a “Right”.

Do your fellow CPC MPs and Ministers really not know that the Firearms Act and its attendant Criminal Code sanctions allow the police to seize, confiscate, and destroy our property without arrest, criminal charge, trial, or conviction? Have your fellow Conservatives somehow misplaced their belief that “the role of government is to protect the lives and property of its citizens”?6

Yet their Leader – your Leader - Mr. Harper knows full well that he has betrayed us.

Until you and your colleagues demand Mr. Harper fulfill his Promise to repeal all of the Firearms Act and repeal the Criminal Code sanctions against the mere possession of a firearm, we cannot honestly speak of “integrity” in your chosen line of work.
